The Chilton County Commission approved a $20,898,060 budget for the 2019-2020 fiscal year during its meeting on Sept. 24.

Commissioner Joe Headley was the lone opposition when it came time to vote.

The total includes $5,126,250 in the sheriff fund and $6,530,653 in the gasoline fund.

There is $10,367,279 in the general fund.

The Commission also approved to apply for a line of credit for about $5 million as part of the road improvement plan moving forward.

Currently the Commission is “fishing for rates.”

Applying for the line of credit was passed with Commissioner Steve Langston abstaining due to the detailed role he has in the process.

The road plan previously presented by Commissioner Jimmie Hardee during work sessions was approved under the contingency that the financials, such as interest rates, were right.

The Commission approved a list of bids and line transfers requested by the various county department heads.

It was verified that each of the bids was the lowest and most responsible of the bidders with the only exceptions being where there was only one bid received for a certain service.

In the case of the line item transfers, they were needed as part of the process of helping a department balance its budget.

The following bids were approved for the road department:

• Liquid asphalt to Hunt Refining
• Diesel to W.H. Thomas Oil
• RD gasoline to W.H. Thomas Oil
• Cold mix to Advanced Asphalt Products
• Hot bituminous plant mix to Wiregrass Construction
• Corrugated metal pipe to Harvey Culvert
• Road signs to Traffic Sign
• Striping to Highway Management Systems
• Hot bituminous plant mix placement to Wiregrass Construction
• Aggregate to Dunn Construction

The following line item transfers were approved for the probate office:

• $10,260 to officials’ salaries
• $2,738 to employees’ salaries
• $9,843 to employees’ salaries
• $4,000 to overtime
• $33,348 to voting machine
• $1,569 to absentee voting
• $13,317 to R&M Data Processing equipment, mileage and lodging and meals

The following bids were approved for the sheriff’s office:

• Jail gasoline to W.H. Thomas Oil
• Jail janitorial supplies to Alabama Pro Package

The following line items were approved for Chilton County Transit:

• $8,576.50 to overtime pay
• $9,000 to health/dental insurance
• $120 to life insurance
• $67.18 to unemployment insurance
• $128.40 to training/educational services
• $85 to organizational and association fees
• $2,093.04 to fuel and lubricants
• $4,298.26 to fuel and lubricants
• $190.18 to tires and tubes
• $789.50 to R&M motor vehicle
• $1,459.04 to R&M communication equipment
• $796.45 to mileage
• $917.71 to lodging and meals
• $700 to meeting and conference fees

The following bids were approved for the Commission office:

• Courthouse janitorial supplies to Alabama Pro Packaging
• Grounds maintenance to Ironman Lawn Care

In other news from the meeting:

• A request by County Engineer Tony Wearren for a subdivision variance for Jackie Logan exempting construction of a storm shelter for a trailer park was approved after it was given the legal go-ahead by county attorney Roger Bates. According to Wearren, there is a storm shelter within 50 yards of the park.
• Zachery Williams was reclassified as a full-time corrections officer with the sheriff’s office.
• Ana Lockhart remains the only nomination for the Chilton Water Authority Board. There is one more meeting remaining in the process.
• Nominations were opened for the Chilton/Clanton Public Library Board. Kim Moore was recommended.
• Terry Hinton was reclassified to human resources/payroll manager.
• Makesha Cleckley was reclassified to assistant administrator/accountant II.
• The Commission approved the holiday schedule and Commission meeting schedule for the 2019-2020 fiscal year. The only time the Commission will not meet on a Tuesday will be when the date falls on Christmas Eve.
• The Commission approved the minutes from the Sept. 10 meeting.
• The Commission approved to pay its bills.
