Commission forms budget committee

The Chilton County Commission will take a new approach to budgeting for the upcoming fiscal year.

Commissioner Joseph Parnell said at Monday’s regular meeting that he and Administrator Connie Powell had discussed budgeting and developed an idea for some commissioners to help Powell prepare for the process.

Parnell said a committee could work with Powell a couple of hours per week leading up to the beginning of a new fiscal year Oct. 1.

The committee could also meet with department heads about the budgeting process.

Commissioners Parnell, Allen Caton and Shannon Welch said they would be interested in serving on the committee, and the committee was approved unanimously by the Commission.

Commissioner Bobby Agee was absent from the meeting.

In other business, the Commission:

•Heard an update from county Engineer Tony Wearren about county roads 53 (widening has been completed), 232 (paving is complete and the road is to be striped), 81 (road is to be striped), 71 (construction has begun) and 48 (project has been completed), and the bridge on County Road 535 (the project is to be let by the end of July).

•Opened nominations to the Chilton Water Authority to fill a position vacated by Eloise Mims. The Water Authority nominated Patsy Leach to serve the remainder of Mims’ term, which ends Aug. 14, 2019. Commissioner Joe Headley nominated Eddie Martin. Nominations will be accepted through the Aug. 8 Commission meeting, and then a decision will be made at the Aug. 22 meeting.

•Approved a resolution to allow Commission Chairman Allen Caton to enter into an agreement with Capell & Howard P.C. Attorneys at Law of Montgomery to represent the county in litigation.

•Approved to declare surplus several pieces of unused equipment in the revenue commissioner’s office.

•Approved signing the Estimate of Work Performed and Expenditures for the Alabama Department of Transportation Agreement with Reappraisal.

•Adopted a county hazard mitigation plan.

•Approved hiring Tivis Booth, Austin Pickett and Justin Smitherman in the sheriff’s department to replace employees who left.

•Approved several line-item transfers for the Parks and Recreation Department.

•Approved to trade in a tractor in the Parks and Recreation Department toward a new zero-turn mower to be purchased from SunSouth for $4,500.

•Approved hiring Joshua Jennings for a part-time, vacant position at Minooka Park at a rate of $10.25 per hour.

•Approved an application for the Section 5311 grant for Chilton County Transit.

•Approved for Transit Director Jessica Carter to advertise and hire for a part-time driver position.

•Scheduled a work session for 4 p.m. Aug. 8 to finalize the Chilton County Policy and Procedures Handbook.

•Approved minutes from the July 11 meeting.

•Approved for Caton to sign the cancellation requests for Star Insurance Company.

•Approved line-item transfers in the Economic Development budget.

•Approved a Computer Software Support Agreement Addendum for site licenses from Delta for the revenue commissioner’s offices.

•Approved claims.
